Peu après la publication de Surveiller et punir, Michel Foucault est amené, lors d’une conférence à Montréal, à répondre à la question suivante : « Y a-t-il des “alternatives” à la prison ? » Foucault doute que l’imposition croissante de conditions restrictives en dehors de l’enceinte de la prison témoigne d’une rupture avec l’emprisonnement ; le progressisme pénal et le développement de techniques de surveillance sembleraient aller de pair.
Ainsi ne s’agit-il pas tellement d’inventer des « alternatives », mais plutôt de savoir si l’on souhaite diffuser ou faire décroître le contrôle social. La lecture rétrospective d’« Alternatives » à la prison, loin de tarir les questionnements sur l’actualité criminologique, suscite de nombreuses interrogations quant à l’extension d’une société policée.

Shortly after Discipline and Punish was published, during a conference in Montreal, Michel Foucault was asked to answer the question “are there “alternatives” to prison?”. Foucault doubts that enforcing more and more restrictions outside the prison walls is the sign of a break with prison policies; the progress in criminal law and the development of monitoring techniques seem to go hand in hand.
That is why it is not about creating “alternatives” to prison but more about knowing if we want to increase or decrease social control. Looking back on “Alternatives” à la prison, we realize that Foucault, far from providing answers in this essay, brings back numerous new questions about the extension of a surveillance society.
